Housing Statistics Los Angeles City, County and All TheMLS.com Last 12 Months by Mary Cummins Real Estate Appraiser


Statistics for all of themls.com which is LA City, LA County and many other cities combined. Closed, Sales Price, Months of Supply, Days on Market, Pending, Active for the last 12 months as of May 7, 2025 only for single family residences. This basically looks like normal seasonal activity. There are about three months of supply which is low, days on market decreasing, new listings increasing slightly, sales prices increasing, active listings increasing slightly. I did these stats because people in other areas were reporting more listings than normal, price drops, fewer closed sales, fewer pendings. That's not happening in Los Angeles overall but I have been noticing it in certain markets. 

Higher priced homes are taking longer to sell and have price cuts. Lower priced homes as usual selling more quickly. Condos aren't doing that well. Sales price decreases, price cuts, more time on the market. This is due to increased HOA dues due to increasing reserves, needed repairs and insurance costs. Interest rates and a general unease about the economy also affecting sales negatively.

Study Shows High Levels of Lead, Arsenic, Mercury Post Los Angeles Fires by Mary Cummins

High levels of lead, arsenic and mercury have been found in the soil after post fire soil removal in Los Angeles, California. Previously FEMA and USACE would remove six inches of topsoil, test then remove more if the tests revealed toxic materials. After the January 2025 Los Angeles fires they decided to only remove the top six inches and not test. That's when the LA Times sent out their researchers to test the soil. They found toxic materials in fully destroyed and nearby intact properties. This is why I've been telling people to do their own testing.

"In the wake of the recent L.A. area fires, federal officials have broken with their decades-long tradition of testing soil to determine whether and when it is safe for people to come home.

The federal agencies typically tasked with this work — the Federal Emergency Management Agency and the U.S. Army Corps of Engineers — decided not to conduct comprehensive soil testing, stating that removing 6 inches of topsoil from properties that burned in the fires is enough to meet health-based cleanup goals.

An investigation by The Times uncovers government failures to ensure comprehensive cleanup of fire-related contamination in Altadena and Pacific Palisades left toxic substances buried in the soil of L.A.’s burn zones.

Times reporters conducted soil testing on 40 properties across both the Altadena and Pacific Palisades burn zones. The testing followed strict protocol with samples carefully collected, stored and transported to a state-certified lab in Fresno to be analyzed for 17 toxic metals.

The results confirm that some properties deemed safe are in fact still contaminated: Two of 10 properties remediated by the Army Corps in the Eaton fire burn area are still imbued with heavy metals above California’s health protective standards, the results show.

The Times’ tests also revealed elevated levels of arsenic, lead and mercury in the yards of three homes out of 10 homes that survived the Eaton fire.

The findings underscore the risk lurking just beneath the surface for nearly all residents in California — and for millions of Americans who will rely on future federal support in the wake of worsening climate disasters."

Mexican Consul General Ambassador Residence 65 Fremont Pl, Hancock Park, Los Angeles, California by Mary Cummins

The Ministry of Foreign Affairs of Mexico has owned the property at 65 Fremont Pl in Hancock Park, Los Angeles, California since 1994. It's a 5,656 sf four bedroom, four bathroom residence on a 19,956 sf lot. The property is located in Fremont Place which is Los Angeles' first gated community originally built in 1911. Fremont Place consists of 73 estate homes on over 50 acres. The addresses are 21 to 136 Fremont Place.

The home was designed by famous architect Paul Revere Williams and built by F.B. Layne in 1930. It's a two story Monterey Revival home originally built for Alfred Davey.  

"After investment counselor Alfred D. Davey acquired Lot 69 or a northerly portion of it in the late '20s, he hired Williams to design a modern dwelling that both prefigured and would come to represent the modern horizontal styles that were to firmly relegate Mediterranean notions of taste to the suddenly long-ago and musty '20s. A building permit for Williams's 12-room brick Monterey Revival variation for Davey was issued by the Department of Building and Safety on May 6, 1930."

It was built for $20,900 in 1930 on an approximately 90' x 180' lot. It was originally 12 rooms, wood frame construction, 78' x 72' "L" shaped, 25' tall with brick and wood veneer. A pool and spa were added later along with a greenhouse and gazebo. Per Building & Safety there have been no major renovations. The chimney and a wall were repaired after the 1994 earthquake. It was featured in Architectural Digest in 1931 Volume VIII Issue 3 1931, Pgs 116, 117.





The home has been the official residence of the Mexican Ambassador and Consul / Consulate General of Mexico since 1994. Consular receptions and events are commonly held at the residence including for Cinco de Mayo. There is a Mexican flag on the front lawn. It's generally adorned with a large "MEXICO" sign for events. The interior is updated original with original hardwood floors, French doors, original moulding and terra cotta tiled floors. It is in Fremont Place which is a gated community with restricted access and a 24 hour guard. The entrance to the community is from Wilshire Blvd through the pillared Fremont entrance. You must have permission from an owner or Fremont Place Homeowners Association HOA (714) 382 0728 fremontplace.org to enter. Home owners fees range from $300 to $425 per month.

How Mayor Karen Bass Cleared Homeless RV Camp. She Banned All Street Parking. Mary Cummins


April 2025 Mayor Karen Bass announced that she cleared an RV homeless camp in front of Angelus Rosedale Cemetery at 1831 W Washington Blvd, Los Angeles, California. I live near there and am very familiar with this encampment. The Mayor insisted they would not return but I highly doubted that. They've cleaned it many times only for them only to instantly return.

Today May 3, 2025 I thought I'd drive by and see it full of RVs again. There were no RVs at all or even cars. I then realized that the city turned the entire long street into a no parking tow away red zone. Now the cemetery and all the stores on that street lost their parking. They are now double parking on the other side and parking in the center divider. Now it's a traffic and safety issue. 

Removing all street parking is not the solution to homelessness. They could have only disallowed RV parking but maybe the city thought they'd be sued for discrimination. Not only that but people were living in trucks, vans, buses which aren't RVs. There needs to be a better solution that doesn't remove all the street parking. All the 100 plus year old homes and stores in this area have no off street parking. The 100 plus year old cemetery barely has any parking which is totally full on the weekends. It's still possible the tents may return.

Los Angeles Allows RVs, Mobile Homes, ADUs on Burned Lots by Mary Cummins Real Estate Appraiser


Los Angeles allows temporary housing structures on burned lots. You can live in an RV, mobile home or manufactured home on your burned lot as long as debris has been removed and you have water, power hookup and proper sanitation. The approvals expire two years from the beginning of the fire emergency. You can also build an ADU and live in it before you rebuild the main home. More information below.

Question: Temporary housing – will it be allowed and where? 

Answer: Temporary housing is allowed. Temporary housing units may include recreational vehicles, manufactured homes, or mobile homes. The temporary housing unit must have a water connection for drinking, a sanitary waste disposal system and an electrical connection. Click here to apply for a Temporary Housing Permit. Temporary housing approvals expire two years after the beginning of the emergency declaration. Temporary housing units must be removed from the property within 24 hours after the approval expires. However, the Director of Regional Planning can grant up to three one-year extensions of the expiration date if additional time is necessary. Otherwise, temporary housing units must be removed from the property within 30 days after the County issues a Certificate of Occupancy for the replacement. If there is a pre-existing ADU on a property, it can be temporarily occupied by a household while they wait for a replacement primary dwelling unit to be built on the same property, although it is not a temporary structure and will not need to be removed from the property at a future time. However, Phase 1 hazardous materials removal must occur on the entire property before the household can move into the pre-existing ADU.

Question: Can I build and live in an ADU on my property while rebuilding my home? 

Answer: A new ADU can also be built on a property if a household wants to temporarily occupy it while they wait for a replacement primary dwelling unit to be built on the same property. This will not be considered a temporary structure and will not need to be removed from the property at a future time. Appraisal Institute Class "What Appraisers Need to Know About Property Insurance" by Mary Cummins



Attended the class "What Appraisers Need to Know About Property Insurance" by the Appraisal Institute. It was hosted by Appraisal Institute - Southern California Chapter and SCCAI Eastern Branch, Northwestern Branch & RICS California Chapter. Presenters were Joe Derhake, Thomas Dawson and Bryan Hill. Met the manager of the restaurant Tamayo Restaurant and Art Gallery who gave me a tour of the art gallery. $6.5M worth of art in the 1928 building which used to be the DMV. As extreme weather events like the 2025 Los Angeles wildfires grow more frequent and severe, property insurance is becoming an increasingly critical concern for appraisers and property owners alike. This session explores how environmental due diligence and clear communication of value can help mitigate insurance risks and improve outcomes for clients.

Bryan Hill has over 20 years of experience in environmental consulting and industrial hygiene, including 15 years focused on wildfire response and post-disaster services. As a California Certified Asbestos Consultant, he specializes in indoor air quality, hazardous materials management, and environmental risk assessments related to climate disasters. His hands-on experience in wildfire zones brings a critical perspective to property assessment and recovery."

Some notes. I was hoping to get a copy of the slide deck so I didn't take a lot of notes. 

Immediately after the fire rents and home prices briefly went up as people quickly grabbed needed rentals and homes. Those prices came back down quickly. Manhattan Beach went up 15% temporarily. Some higher priced rents went from $15-$25K/month. There was really no price gouging enforcement in the higher range.

There are about $75 billion in insured losses and $100B uninsured.

It'll take probably 5-6 years to build back after fires based on past fires.

Most hard lumber comes from US. Most soft lumber comes from Canada. We have wood in US. 

We may not have enough local labor to rebuild. They will come from surrounding counties. Building construction was previously down because of interest rates. 

US made products and businesses will be raising prices also when non US prices get higher from tariffs. It's human nature.

Some areas in Altadena will need extra soils reports to rebuild because of landslide zones. They will need extra reinforcement for same reason. (same with Palisades)

Smokers = Homes which survived fire but have interior smoke damage. 

It costs about $30K to clean a smoker home.

Attics are contaminated from ash, dust, char from fires besides heavy metals like lead. Lead max level is 10 micrograms. Lead dust can come in through the best windows because of drainage holes and the intense winds.  

Fire debris is removed by the wet method to limit dust for this reason.

Palisades land value going down as more supply comes on the market. 

The best architectural properties in Chicago were built after the Chicago fire of 1870. Maybe same will happen in Palisades.

Insurance presentation

Insurance forms HO3 most common. HO4 is for renters. HO5 is to replace the home and contents combined. 

Cash value is replacement value minus depreciation. Antiques are valued differently as they have already been depreciated all the way. 

Insured must prove loss as part of insurance contract. They must provide photos, videos, appraisals of lost items or the claim will be denied. You can appraise item after the loss if you have photos. Videotape, photograph your possessions, home every six months to a year. Keep that in a safe place in case of fire. The cloud? It's best to itemize high priced items on insurance application ahead of time. 

You don't get the insurance home replacement value until you actually replace the home and have receipts. (Obviously you can take insurance money and not rebuild. You just need to make sure mortgage is paid first. You may owe taxes unless you buy a new home depending upon state and your tax situation.) 

Insurance prices have risen from about 40-80 cents a sf to $1-2 today for commercial property.

The insurance company uses a software system to calculate value based on size and materials.

Only Four Permits Issued in Palisades Fire Area in 90 days by Mary Cummins Real Estate Appraiser


92 days post fire and only four permits have been issued to rebuild in the Palisades. Two of the permits are just smaller repairs. These people are forced to rebuild and repair. These aren't all developer spec homes. It will cost over $70,000 each in permit fees to rebuild. The City needs to keep promises about waiving some fees and slashing red tape and time frames. This is going to be a long expensive haul no matter what the state and local politicians have promised. It always is.

I work in this area. The wealthy people live in the rarer larger luxury homes on the ocean, coast or in the hills with full ocean, coast views. Most homes are older average sized standard construction tract homes with no views in the flats. Most homeowners are not uber wealthy. Sadly if they can't afford permit fees, they can't afford construction fees or holding costs. They will be forced to sell their lots and move to a much less expensive area. 

One resident said they had received an invoice for $1,338 for a permit fee for the Grading Department to review a soils report. These homes already had approved soils reports for the previous home on file. They had to spend at least $10,000 for a new soils report. The time and money involved in new construction is crazy. I hate to say I told ya so, but I said that it'll take as much time if not longer than the Malibu Woolsey fire to recover and rebuild. As of February 2025 "Fewer than 40% of the 465 homes destroyed by the 2018 Woolsey fire in Malibu have been rebuilt." The scale of the Palisades fire is much, much larger. It'll take even longer and cost a lot more.
