Villa de Leon Kauffman Estate 17948 Porto Marina in Pacific Palisades by Mary Cummins Real Estate Appraiser

Villa de Leon aka Kauffman Estate is located at 17948 Porto Marina, Pacific Palisades, California 90272. The home survived the Palisades fires. I believe it survived because the Fire Department probably thought it was part of the Getty Villa. It does have a cement facade and tile roof but it's not really fire resistant. Brush clearance was very good but the fire and winds were intense. 

While I was there I noticed the front door was open. I was worried maybe someone was robbing the place as the owner doesn't live there. You need special permits to get to this area because of the fires. I have one of those permits. I then noticed a lovely lady weeding out front. I said over the fence "You have a beautiful house." She replied "someday it will be." I replied back "it's beautiful already." That was the owner Dr. Anna Rosciszewski Fuchs. She owns it in trust with her father Jan Rosciszewski who passed away in 2022 at the age of 94. I guess everything is relative. This is no denying that this is an amazingly beautiful home.

Villa Leon was built in 1926 for Austrian investor Leon Kauffman and his wife. It was designed by architect Kenneth MacDonald. It's currently a 35-room, 10,277 sq ft mansion in the Italian Revival style. The home was listed for sale at $14,995,000 and sold for $10,000,000 to the present day owners in 2005. Below original building permit says it has 18 rooms. It's 104' x 83' and 44' tall. It has a basement and three upper levels. Parking is underground. It is the Castle Rock tract lots 12-17. Home is on lot 12. Thomas Guide 630F6. APN 4416-015-062 Alternate addresses 17944, 17948, 17942 W Porto Marina Way. Tax states completed 1927.

Study Shows High Levels of Lead, Arsenic, Mercury Post Los Angeles Fires by Mary Cummins

High levels of lead, arsenic and mercury have been found in the soil after post fire soil removal in Los Angeles, California. Previously FEMA and USACE would remove six inches of topsoil, test then remove more if the tests revealed toxic materials. After the January 2025 Los Angeles fires they decided to only remove the top six inches and not test. That's when the LA Times sent out their researchers to test the soil. They found toxic materials in fully destroyed and nearby intact properties. This is why I've been telling people to do their own testing.

"In the wake of the recent L.A. area fires, federal officials have broken with their decades-long tradition of testing soil to determine whether and when it is safe for people to come home.

The federal agencies typically tasked with this work — the Federal Emergency Management Agency and the U.S. Army Corps of Engineers — decided not to conduct comprehensive soil testing, stating that removing 6 inches of topsoil from properties that burned in the fires is enough to meet health-based cleanup goals.

An investigation by The Times uncovers government failures to ensure comprehensive cleanup of fire-related contamination in Altadena and Pacific Palisades left toxic substances buried in the soil of L.A.’s burn zones.

Times reporters conducted soil testing on 40 properties across both the Altadena and Pacific Palisades burn zones. The testing followed strict protocol with samples carefully collected, stored and transported to a state-certified lab in Fresno to be analyzed for 17 toxic metals.

The results confirm that some properties deemed safe are in fact still contaminated: Two of 10 properties remediated by the Army Corps in the Eaton fire burn area are still imbued with heavy metals above California’s health protective standards, the results show.

The Times’ tests also revealed elevated levels of arsenic, lead and mercury in the yards of three homes out of 10 homes that survived the Eaton fire.

The findings underscore the risk lurking just beneath the surface for nearly all residents in California — and for millions of Americans who will rely on future federal support in the wake of worsening climate disasters."

Only Four Permits Issued in Palisades Fire Area in 90 days by Mary Cummins Real Estate Appraiser


92 days post fire and only four permits have been issued to rebuild in the Palisades. Two of the permits are just smaller repairs. These people are forced to rebuild and repair. These aren't all developer spec homes. It will cost over $70,000 each in permit fees to rebuild. The City needs to keep promises about waiving some fees and slashing red tape and time frames. This is going to be a long expensive haul no matter what the state and local politicians have promised. It always is.

A quote from the article "Although this area has been branded as uber-wealthy, the majority of Palisadians were middle-class, 25 percent were senior citizens, and the majority don’t have the money it will cost to rebuild. Unless there is some financial assistance, people will not be rushing to pay for plans to rebuild." 

I work in this area. The wealthy people live in the rarer larger luxury homes on the ocean, coast or in the hills with full ocean, coast views. Most homes are older average sized standard construction tract homes with no views in the flats. Most homeowners are not uber wealthy. Sadly if they can't afford permit fees, they can't afford construction fees or holding costs. They will be forced to sell their lots and move to a much less expensive area. 

One resident said they had received an invoice for $1,338 for a permit fee for the Grading Department to review a soils report. These homes already had approved soils reports for the previous home on file. They had to spend at least $10,000 for a new soils report. The time and money involved in new construction is crazy. I hate to say I told ya so, but I said that it'll take as much time if not longer than the Malibu Woolsey fire to recover and rebuild. As of February 2025 "Fewer than 40% of the 465 homes destroyed by the 2018 Woolsey fire in Malibu have been rebuilt." The scale of the Palisades fire is much, much larger. It'll take even longer and cost a lot more.

Caruso Palisades Village Will Reopen Beginning of 2026 by Mary Cummins Real Estate Appraiser


Rick Caruso stated today that the Palisades Village will reopen in the beginning of 2026. Caruso said they are waiting for the properties around them to be cleared of the toxic remains of the fire. They don't believe it will be safe until the cleanup is complete. They will also be refurbishing the mall. 

Caruso stated that the 130,000 sf Palisades Village located at 15225 Palisades Village Lane in Pacific Palisades, California survived for a number of reasons. The Village which has 40 boutiques, restaurants and shops was built in 2018. It was built to survive wildfires. Caruso also hired his own private fire fighters and water teams to fight the fire.

In Palisades fire area in Castellammare and Palisades Highlands by Mary Cummins real estate appraiser

Was in the Palisades fire burn area again today in Castellammare and Palisades Highlands. The fire in the Highlands hit a lot of attached condos. Fire destroyed the homes more hit and miss, one on one block, one on another block. It didn't just plow through blocks of homes like it did in the flats. I saw one cleared lot in Castellammare today. Recreating Burned Destroyed Homes on Paper for Real Estate Appraisals by Mary Cummins

When doing post fire appraisal inspections the appraiser has to recreate the destroyed home on paper. I do this by measuring the remaining footings or partial walls. I then reconcile these measurements with building permits, Google satellite image map measurements and recorded plans if available. It's important to be able to tell the difference between a home footing and the base of another type of structure such as a patio. I use an iPhone and Leica Disto. The below measurements were taken by my iPhone because I can take a photo of my measurements. I can't do that with my Disto. 

Here's an old article I wrote about using Google maps to measure buildings. I use a measuring device but will also use Google maps to cross reference and reconcile measurements of destroyed buildings. Remember that not all structures and roofs are the actual home.
