Whitley Heights, H.J. Whitley personal residence on Whitley Terrace, by Mary Cummins real estate appraiser

Los Angeles home development Whitley Heights was built in the 1920's by H. J. Whitley aka Hobart Johnstone Whitley. Whitley designed the hilly development with curvy streets, walkways and stairways. The homes were generally Spanish or Mediterranean in style on custom upslope and downslope lots with mountain, city and some even had ocean views.

Whitley's personal residence above was at 6643 Whitley Terrace alternate address 2073 S Grace Ave, Los Angeles, CA 90068. It's a street to street property. The home was built in 1919 at a cost of $12,000. The architect was E. C. Wiseman. Contractor was A. S. Barnes who was the architect and designer of most of the homes in Whitley Heights. The home is 43' x 39', eight rooms, six bedrooms, four baths, 3,342 on 9,384 sf site. 

From the Historical home listing, "Italian Villa, two stories, stucco, Mission tile roof, French windows and doors, Palladian entrance on Whitley Terrace with urns and statuary. Arched colonnaded facade, lower columns Corinthian capitals — upper floor Ionic capitals. Acanthus detail in plaster cornice. Arched plaster friezes over French doors, curved colonnades on terrace. Stained glass window." 

Whitley died June 1931 and his wife sold the home in 1938. It was listed for sale at $25,000. It has been owned by Geoffrey Purdy, Amanda Helena Purdy, the Purdy family since that time. Below is the newspaper ad advertising it for sale in 1937.

"Whitley Heights is a residential neighborhood and historic preservation overlay zone in the Hollywood Hills neighborhood of Central Los Angeles, California. Known as a residential area for actors and other people in the motion-picture industry, it is divided between a hillside single-family district and an apartment area. It is notable for an attempt by its homeowners' group and the city to close off public streets to outside traffic, an effort that was ruled illegal by the courts.

The preservation zone is split into two parts by the Hollywood Freeway (U.S. Highway 101) running through the Cahuenga Pass. Streets within the zone's northern part are a one-block portion of Cahuenga Boulevard, Iris Drive, and some of Whitley Avenue; it consists almost exclusively of single-family homes. The southern zone, about 80% of the original plot, embraces Fairfield Avenue, Wedgewood Place, Whitley Avenue, Cerritos Place, Hollyhill Terrace, Grace Avenue, Emmet Terrace, Las Palmas Avenue, and Milner Road, and is almost exclusively zoned for apartments. It is within walking distance of the Hollywood Bowl, and Hollywood Boulevard is nearby.

Hobart J. Whitley bought the hillside area in 1901 and 1903, and hired architect Arthur Barnes to build houses in a Mediterranean style he thought would suit Southern California's climate. Five years later, Whitley Heights was seen as a "magnificent hill of forty acres situated in the very center of Hollywood and overlooking the entire city."

As a contemporary account noted, "This hill has been one of the show places of Hollywood for some time. Here. Mr. Whitley intends erecting a handsome home at some future date, and toward this end, he has cultivated and beautified the grounds, laying them out in winding roads and planting a great variety of rare trees and shrubs, some of which were imported from the Hawaiian Islands and Mexico."

In 1918, Whitley commissioned architect A.S. Barnes to design Whitley Heights as a Mediterranean village on the steep hillsides above Hollywood Boulevard. Whitley sent Barnes to tour the Mediterranean area to study its architecture and landscaping of Italy's historic hill towns before returning to the Southland, where he designed most of the Whitley Heights houses between 1918 and 1928. The development grew during the 1920s, and it became the first Hollywood celebrity community.The streets in the development were dedicated to public use in 1920 and 1921, and they were improved by the city between 1924 and 1927. Most of them had no sidewalks, with stairways built from level to level to encourage walking.

On the evening of June 23, 1920, the residential subdivision of Whitley Heights was opened with a festive barbecue that gathered an assemblage of businessmen and politicians. "The occasion was attended with a special significance as it was the scene of a reunion of many men who were connected with Mr. Whitley in his first efforts to make the vegetable gardens into a wealthy city more than twenty years ago, men who had gathered at a similar affair in 1902 to watch the turning on of the first electric lights in Hollywood," wrote The Times. The subdivision already had several homes on the terraces that divided the hill into four grades. Three years later, in 1923, the Whitley Heights Civic Association was founded.

Preservation zone

"The hill's narrow, winding streets, paved in 1926, connected by flights of pedestrian stairs and supported by retaining walls, still serve the community . . . Electrical lines and utilities placed in underground conduits, another novel concept for the times, as well as the original street lamps, function as they did in the late 1920s." — Los Angeles Times

In 1982, Whitley Heights was made a state historic district by the California Historical Resources Commission after research done by actor Brian Moore, president of Whitley Heights Homeowners. Moore traced property titles in the area, gathered old photographs and articles, and read through the papers of Hobart J. Whitley, which were housed in the special collections library at the University of California, Los Angeles.

He was impelled to begin his research in 1981 after a bungalow was demolished by a developer who wanted to build tract homes. To qualify for the designation, an area had to be at least 50 years old and retain many of its original characteristics. At the time almost all of the homes, with their red tile roofs, balconies, and arched windows and doorways, were original. Later, the district was also made a national historic place, the first such in Hollywood. In 2004, the area was made into a Los Angeles historic preservation overlay zone."

West Adams is a historic neighborhood in the South Los Angeles region of Los Angeles, California. The area is known for its large number of historic buildings, structures and notable houses and mansions throughout Los Angeles. It is a youthful, densely populated area with a diverse population. The neighborhood has several public and private schools.

West Adams is one of the oldest neighborhoods in the city of Los Angeles, with most of its buildings erected between 1880 and 1925, including the William Andrews Clark Memorial Library. West Adams was developed by railroad magnate Henry E. Huntington and wealthy industrialist Hulett C. Merritt of Pasadena. It was once the wealthiest district in the city, with its Victorian mansions and sturdy Craftsman bungalows, and a home to Downtown businessmen and professors and academicians at USC. Several historic areas of West Adams, namely, Harvard Heights, Lafayette Square, Pico-Union, and West Adams Terrace, were designated as Historic Preservation Overlay Zones by the city of Los Angeles, in recognition of their outstanding architectural heritage. Menlo Avenue-West Twenty-ninth Street Historic District, North University Park Historic District, Twentieth Street Historic District, Van Buren Place Historic District and St. James Park Historic District, all with houses of architectural significance, are located in West Adams.

The development of the West Side, Beverly Hills and Hollywood, beginning in the 1910s, siphoned away much of West Adams' upper-class white population; upper-class blacks began to move in around this time, although the district was off limits to all but the very wealthiest African-Americans. One symbol of the area's emergence as a center of black wealth at this time is the landmark 1949 headquarters building of the Golden State Mutual Life Insurance Company, a late-period Moderne structure at Adams and Western designed by renowned black architect Paul Williams. It housed what was once one of the nation's largest black-owned insurers (currently, along with an adjacent new building, it is now a campus for a large non-profit). West Adams' transformation into an affluent black area was sped by the Supreme Court's 1948 invalidation of segregationist covenants on property ownership. The area was a favorite among black celebrities in the 1940s and 1950s; notable residents included Hattie McDaniel, Tim Moore, Eddie Anderson, Joe Louis, Sweet Daddy Grace, Little Richard, Lionel Hampton and Ray Charles.

Singer Ray Charles's business headquarters, including his RPM studio, is located at 2107 Washington Boulevard. The intersection of Washington Boulevard and Westmoreland Boulevard, at the studio, is named "Ray Charles Square" in his honor.

Starting in 1961, construction of the ten-lane Santa Monica Freeway (Interstate 10) began through West Adams' core, with the freeway routed east to west just north of Adams Boulevard. Its construction resulted in the taking by eminent domain, and demolition, of numerous West Adams homes. As in many other American cities during the heyday of Interstate Highway Act construction, interstate highway rights of way were disproportionately routed through predominantly less affluent communities.

Many of the neighborhoods, including West Adams, are experiencing a renaissance of sorts with their historic houses being restored to their previous elegance.  The area is undergoing revitalization with young professionals, restaurants, new businesses moving into the area. Many professionals are being attracted to the area, due to the proximity of job hubs in Silicon Beach, Culver City, and El Segundo.

According to the "Mapping L.A." project of the Los Angeles Times, West Adams is flanked by Mid-City to the north—across the Santa Monica Freeway—Jefferson Park to the east, Baldwin Hills/Crenshaw to the south and Palms to the west. The neighborhood's street boundaries are the Santa Monica Freeway on the north, Crenshaw Boulevard on the east, Exposition and Jefferson Boulevards on the south and the Culver City line on the west (Ballona Creek and Fairfax Avenue).

West Adams is home to one of the largest collections of historic houses and small mansions west of the Mississippi River. The West Adams neighborhood was developed between 1880 and 1925 and contains many diverse architectural styles of the era, including the Queen Anne, Shingle, Gothic Revival, Transitional Arts and Crafts, American Craftsman/Ultimate Bungalow, Craftsman Bungalow, Colonial Revival, Renaissance Revival, Mediterranean Revival, Spanish Colonial Revival, Mission Revival, Egyptian Revival, Beaux-Arts and Neoclassical styles. West Adams boasts the only existing Greene and Greene house left in the entire city of Los Angeles.

More than 70 sites in West Adams have received recognition as a Los Angeles Historic-Cultural Monument, a California Historical Landmark, or listing on the National Register of Historic Places.

Using Google, Bing maps for driving route for multiple , destinations stops to take real estate photos - Mary Cummins Real Estate Appraiser

All real estate agents, brokers, appraisers have to take real estate photos. In the olden days we'd get out our laminated Thomas Guides and get the erasable markers out to draw our route. Fortunately technology has evolved to the point that software can create the optimal route for us. We can then take those digital maps and use them with our smart phones to take the most efficient route.

Previously this was only available via the Multiple Listing Service in conjunction with Bing maps. You would click "map" after you selected your comps and they would show up on the map. Then you'd click "driving directions" and you'd see the map above. You'd then click "email" top right and email it to yourself to open up on your phone. You would receive this link in email. If you click "show all directions," you will get every turn listed.

Fortunately as of June 2016 Google has made it possible to get a route with multiple destinations or stops. Here is how to use Google maps to get a digital map for multiple destinations.

First MLS method. Get your subject and comparable addresses that you need to photograph from MLS. Click driving directions. Then input the comp addresses via copy/paste to get them in the same order. You will then see the same route on Google maps.

Second straight to Google method. Search one address in your list then click directions. Add the rest of the addresses as destinations. After you see them all on the map arrange them by moving them up or down in the list until they are in the most efficient driving route. Then click "send to phone." You can also click the "share" button and get a link you can email to yourself. Here is the Google link to this route. Be sure to add your starting address, home, office to get a full map with driving directions. Los Angeles Building & Safety add Soft-story category to building info - Mary Cummins real estate appraiser Los Angeles

I was looking for permits and this just popped up. First time I have seen it. They added another box on the bottom which has soft story retrofit information.

Mandatory Soft-Story Retrofit Program

The City of Los Angeles recently passed Ordinance 183893, which requires the retrofit of pre-1978 wood-frame Soft-Story buildings and non-ductile concrete buildings. The goal of the mandatory retrofit programs, under the ordinance, is to reduce these structural deficiencies and improve the performance of these buildings during earthquakes. Without proper strengthening, these vulnerable buildings may be subjected to structural failure during and/or after an earthquake.

The inventory list will not be available through Custodian of Records until April 2016. The list will not be posted online.

Mike Gatto's AB 139 passes, real estate may be transferred without a trust

California Assemblyman Mike Gatto is behind the bill AB 139. The bill makes it possible to transfer real estate w/o expensive trust or probably. This one page form can be filled out and filed easily with the county recorder's office.

"The new form, which already is popping up on county websites, is one page. You write down the parcel number and the name of the owner (grantor) and the people who inherit the property and their relationship to the owner. It must be signed by a notary. The law includes provisions to deal with the potential for coercion. For instance, it provides a means to challenge a questionable transfer. The deed can be revoked at any time. Twenty-five other states have similar laws, with few obvious problems arising from them.

The new law “will be of particular benefit to senior citizens whose estate consists primarily – or even exclusively – of the family home,” wrote the Conference of California Bar Associations, in a letter of support last year. “There are thousands of elderly people throughout the state who are barely getting by, but whose home, purchased long ago and paid off, may be worth several hundreds of thousands of dollars. … Existing law offers these individuals no good options.”

Now, they can save thousands of dollars and make it easy on their loved ones. The Howard Jarvis Taxpayers Association, the defenders of Proposition 13, championed this as one of the most important bills for property owners after that 1978 tax limitation measure.

“I think, rightfully so, most members of the public view Sacramento as a place that just passes into law new restrictions, new bureaucracy, new red tape,” Gatto said, in an interview. “We rarely take steps to make people’s lives easier. So I made it my mission, when I got elected, that I was going to focus on the opposite, which is helping make people’s lives easier.”

David Niven Jr home on Blue Jay Way, Los Angeles, by Mary Cummins real estate appraiser

David Niven Jr lived at 1457 Blue Jay Way, Los Angeles, California 1982 to 2009. I met him at a pool party at his house in 1984. He lived a block from me. He sold it in 11/2009 for $5M. It sold recently for $4.2M in 2013. The photos you see below are how the house was decorated when he owned it and lived in it. It looks like he remodeled it since I was there last. When I was there last he had perfectly manicured cyprus trees in pots around the pool.

David Niven, Jr. (born December 15, 1942), the son of Oscar-winning actor David Niven and his wife Primula Rollo, is a film producer and film actorwith stints as an executive at Paramount Pictures and Columbia Pictures. His credits include Rush Hour 3The Cool SurfacePsycho Cop Returnsand The Girl with the Hungry Eyes. In 1979, he produced Escape to Athena, which starred his father. He was nominated for Primetime Emmy Awardsin 1985 and 1987. Niven divorced his first wife, Barbara Niven (1993–1998), and remarried.
