Cause of Camp Mystic Flooding is Poor Texas Zoning Building Regulations by Mary Cummins Real Estate Appraiser

ORIGINAL: July 5, 2025 intense rain and flooding at Camp Mystic in Hunt, Texas caused loss of life and missing campers. Everyone is blaming someone else but there is one main cause of this tragedy. The main reason is the camp was built in a high risk flood zone on the banks of the Guadalupe river in a floodplain.

The camp is built in high risk flood zone A, see map above and below. Here is the address, Camp Mystic 186 Felix Fisher Rd S, Hunt, TX 78024 GPS 30.00485531885247, -99.37327619243185. Camp Mystic itself states on their website they're built on the banks of Guadalupe river, "Established in 1926, Mystic is nestled among cypress, live oak, and pecan trees in the hill country of west-central Texas on the banks of the beautiful Guadalupe River." https://www.campmystic.com/ It looks like the cabins are built right next to Cypress Creek which is an offshoot of the South Fork of Guadalupe river. The major flooding took place as campers were asleep in bed. There actually were rain and flood warnings. Linked below is the flood map for the area. The red star is the cabins. The younger girls who died were staying in the cabins closest to the water. I believe the camp owner should have evacuated the campers after the initial flood warnings the day before knowing they're in a high risk flood zone. Better view of the cabins in Flood zone A.  You see the cabins inside the flood zone. The flood map is 48265C0450F date 03/03/2011. One should never build cabins on the banks of a river in a high risk flood zone and floodplain. They probably built the camp there because the land was cheap because it was in a flood zone. While we didn't have FEMA flood maps back in 1926 people knew which areas flooded. You could tell based on proximity to body of water, terrain and soil.


Some of the cabins are right on the creek. They even built a dam like structure on the creek. Were those built with permits? Texas is pretty lax with permits so rhetorical question.



This is the definition of high risk flood zone A, "high risk of flooding, specifically a 1% annual chance of experiencing a flood event, also known as the 100-year floodplain. These areas are designated as Special Flood Hazard Areas (SFHA) due to their proximity to bodies of water like rivers, lakes, and ponds." Generally you would not build a living quarter in this area. If you do, it must be mitigated which generally means raising it off the ground on a strong foundation above the BFE. "Structures in Zone A must adhere to specific building standards, such as elevating the lowest floor to or above the BFE and ensuring enclosed areas below the BFE are not used as living spaces, according to the American Society of Civil Engineers." This is a 1926 camp. I doubt it was up to flood code. The water level went six feet up inside the cabins based on the photos. They were clearly not built above the BFE. Generally you would have pier or stilt foundations so the water can flow under the buildings. I don't see any of these types of foundations in the camp. 

This is the building code for flood zones in Kerr County. "A floodplain determination or permit is required for any work in the floodplain." "In Kerr County, Texas, building in Flood Zone A requires adhering to specific regulations outlined in the Kerr County Flood Damage Prevention Order. These regulations, administered by the Kerr County Engineer, aim to minimize flood damage. Generally, new construction and substantial improvements in Zone A must elevate the lowest floor (including basements) to or above the base flood elevation plus one foot, or the highest adjacent grade plus two feet if no specific depth is provided." Based on this the cabins weren't built to current code. I doubt they were 1926 original because the area had previously flooded.

Texas is known to be very lax with zoning especially when it comes to flood zones. They allow building in aqueducts, flood plains and high risk flood zones. This is a Christian religious camps so Texas probably made even more exceptions because of religion. I've previously written articles about this especially after Hurricane Harvey. This is why people are flooded over and over again and FEMA keeps paying them over and over again to rebuild. FEMA will be gone by next year so Texas needs to make some changes. Texas is lucky it has a good relationship with Trump and he agreed to declare it a disaster zone and offer assistance. 

In 1987 and 1998 the Guadalupe river flooded. In the 1987 Guadalupe River flood ten teenagers drowned when trying to leave a church camp. Camp Mystic is a religious Christian camp. Perhaps the girls were swept away while fleeing the cabins. Some of the cabins are still standing though they were flooded inside with up to six feet of water. I just saw a photo of girls in pajamas walking through flood water in the middle of the night toward a building on higher ground away from the creek and river. It only takes a few inches of flood water to knock someone off their feet into the water. Maybe that is what happened to those fleeing through higher water.

Below is a chart of the water quickly rising. The water allegedly rose 20 feet in 37 minutes in the middle of the night. This happens in this area because of steep terrain, dry soil which can't soak up water and rivers and creeks flowing into each other. Texas Hill Country is also known as flash flood alley for this reason. Great article with quotes from a hydrologist. Below are photos of the cabins and cabin locations. Clearly not elevated enough. They are literally built on the bank of the river. They are built on the S part of the river and creek which is not a good idea. This area looks like a floodplain. The river banks are formed by the power of the water in the river. That means that area has most likely flooded in the past. The cabins were indeed flooded and buildings were damaged. Such a sad tragedy. In California areas that tend to flood may be used for recreation. They still don't allow overnight lodging for this reason. You can hike and have a picnic but you can't put up a tent or stay over night for this reason. Meanwhile Texas allows overnight lodging in flood zones.

UPDATE: Seems they released news that she died before they removed her body from the home. I would have thought they would have removed her before they unleashed the media and fans. That was another cause for the huge traffic over here. It was gridlock. I couldn't leave the house all day because of this. From TMZ. This area is legally Los Angeles so LAPD is in charge. The officers gave her one final salute as she left her home. There are two hearses. The second is in case the first breaks down. They also will probably use it as a decoy so the mortuary doesn't get mobbed. She'll be buried with her husband at the Reagan library.

There is no street parking in this area. Don't drive over here. There's now a huge traffic jam with tour buses and Reagan fans. The streets in this area are very narrow. You can only see the front gate or side fences from the street. You can't see anything else. It's not worth the trip. Just look at the photos here instead. To my neighbors, don't even think of leaving the house today. It's total traffic at Beverly Glen, Sunset and Bel Air Rd. People are using Beverly Glen entrance instead of Bel Air Rd.

The last time I saw Ronald Reagan was years ago on the driving range at the Los Angeles Country Club. He had Alzheimer's but he could still walk around and hit the ball. Obviously he had security with him so he didn't get lost. He could still recognize Nancy at that time. Eventually he couldn't. Nancy then wrote one of the saddest articles in the local Beverly Hills paper about what it's like when her husband didn't recognize her or his children anymore. Alzheimer's is a horrifying disease. When the person loses memory and brain function they get confused and frightened.

Ronald Reagan and his wife Nancy Reagan bought their home at 668 St Cloud (Saint Cloud) in Bel Air, California in 1989 for $3,000,000 after Reagan left office. Ronald Reagan lived there until his death in June 2004 from Alzheimer. Nancy Reagan lived there until her death this morning March 6, 2016.

The remodeled Reagan house is 7,192 sf with three bedrooms, six baths, plus a guest bedroom with a bath behind the living room. It was built in 1954 on 1.29 acres. There are also servants' quarters above the garage, and a swimming pool.

"The Reagans' immediate neighbor on one side is Jerrold Perrenchio, a movie producer, who bought the large Kirkeby Estate, once the setting for the ''Beverly Hillbillies'' television show, for $13.5 million in 1986."

Previously the Reagans were renting the home for $15,000/month from their friends who bought it in 1986. Their previous home in the Palisdes was given to them from General Electric. Nancy Reagan gave an interview to Vanity Fair after her husband Ronald passed away.

CONSPIRACY THEORY: Some say the original address was 666 St Cloud. It was not. That address never existed. Because President Reagan lived there the Department of Building and safety removed the original home permits. That permit only gave dimensions but it was still removed for security reasons.

There are a few recent permits in 2013 for plumbing, electrical. The only other permits which show are for a 4' x 4' guard house which is next to the front gate. They also converted the garage into a home for security officers. They changed the zoning to R3 to allow for multiple residences. Below are the permits.

Increased railing height would have prevented Ranger's fan's death by Mary Cummins real estate appraiser

Firefighter and Rangers fan Shannon Stone died after falling over a railing trying to catch a baseball. The railing was 33" tall. Stone was 6'3" tall. Was the railing too low? Should minimum railing heights be increased in sports arenas?

In 1999 a UCLA student fell over a 36" balcony railing and died. l wrote an article about this railing death because the railing was not high enough. l also wrote a letter to editor in the Times about legal roof top deck railings when they ran a story about making a roof top deck with NO railings at all. Besides being an expert witness in real estate cases such as these l put a roof top deck on a property l owned so l knew the railing requirements.

The UCLA student death made everyone rethink safe railing heights. This also brought up the issue of immediate and mandatory retrofitting of older buildings. Generally retrofitting is done upon sale or transfer only.

As of January 2008 California balcony, landing, porch and deck railings for residential properties must be a minimum of 42". California has the strictest building codes in the nation. In other states it is generally 36" to 42".

If you take a look at the video footage of the fall, it appears to me that there was no way he was not going to fall over the railing. Stone was 6'3", probably had a 33" inseam. His center of mass was easily over 36" off the ground. He had momentum as he was moving toward the railing with his arm out stretched over the 33" railing bending down for the ball. As soon as his upper body was over the railing and his body hit the round railing he was almost flipped over the railing. Things were made worse by the fact that he was only standing on his forward foot with his rear leg up behind him with both arms over the railing. He is not much taller than an average man. He was not doing anything that you wouldn't normally do at a ball park.

City officials said that the railing was seven inches higher than required which they state is 26".  26" is the minimum between rows, not at the bottom of the aisles as in this situation. They are misquoting the 2003 International Building Code and the 1988 Uniform Building Code. The minimum height at the bottom of aisles is 42" according to the International Building Code.

I believe that if that railing were 42", he would not have fallen over it. I realize there are line of sight issues with tall railings but they can use clear material for the railings like they do at The Pond in Orange County. I bet there will be a lawsuit and the plaintiff's family will win. Hopefully these sports arenas will raise the railing heights. This tragic death could have been prevented.

Texas Rangers to raise rail heights in wake of deadly fan fall

(CNN) -- The Texas Rangers will raise the height of the rails at Rangers Ballpark in Arlington, the team said Tuesday, after a 39-year-old fan fell to his death while trying to catch a ball.


"Even though all current rail heights in Rangers Ballpark in Arlington currently exceed code, the Rangers intend to raise the height of all rails in front of seating areas to the highest standard in the United States at this time," the team said in a statement.


As the rails are being refitted, the Rangers said they would take "interim" steps, such as posting new signs that will remind fans not to lean, sit on or stand against the rails. The team will also issue a warning prior to the start of each game via its public address system, the Rangers said.


The news comes in the wake of the death of Shannon Stone, a veteran firefighter and Rangers fan whose death prompted a national outpouring of condolences.
